HEC Introduces New Framework to Replace 24-Year-Old Guidelines for Establishing Universities in Pakistan

The Higher Education Commission (HEC) of Pakistan has initiated a major reform to modernize the process of establishing new universities across the country. The commission has prepared a new regulatory framework to replace the existing 24-year-old guidelines that have governed the creation of higher education institutions since 2002. 

The proposed framework, titled the “Regulatory Framework for the Establishment and Accreditation of Higher Education Institutions Pakistan 2026,” aims to bring Pakistan’s university system in line with evolving educational requirements, international standards, and modern quality assurance practices. 

According to officials, the new framework was approved in principle during HEC’s 47th Commission meeting held on July 3, 2026. The draft will now be shared with provincial governments, Azad Jammu and Kashmir, and Gilgit-Baltistan for consultation before being forwarded to the federal cabinet for final approval.

Why HEC Is Updating University Establishment Rules

The existing guidelines, approved by the federal cabinet in 2002, were developed at a time when Pakistan’s higher education landscape was significantly different. Over the past two decades, the country has witnessed rapid growth in the number of universities, degree-awarding institutions, academic programs, and research initiatives.

HEC officials believe that the old regulations no longer fully address the challenges faced by the modern higher education sector. The updated framework is expected to introduce stronger requirements related to institutional planning, academic quality, accreditation, infrastructure, and governance. 

The reform process was initiated after Prime Minister Shehbaz Sharif directed a high-level committee, headed by Deputy Prime Minister and Foreign Minister Ishaq Dar, to review the existing legal and regulatory structure for universities. The committee examined the draft framework and recommended further improvements to ensure effective implementation nationwide.

Focus on Quality and Accreditation

The upcoming HEC framework is designed to improve the overall quality of higher education institutions in Pakistan. It emphasizes the need for universities to meet defined academic and administrative standards before receiving approval.

A task force comprising national and international education experts prepared the proposed regulations. The new system is expected to encourage institutions to focus on research, innovation, qualified faculty, student facilities, and sustainable academic development.

The move is also aimed at creating a more consistent approach for university approvals across different regions of Pakistan. HEC has stressed that cooperation from provincial governments will be essential for successful implementation of the new rules. 

Impact on Future Universities in Pakistan

The introduction of new university establishment guidelines could significantly change how new higher education institutions are planned and approved in Pakistan. Future universities may face stricter evaluation criteria to ensure they have adequate resources, academic capacity, and long-term development plans.

Education experts believe that stronger regulations could help improve the credibility of Pakistani universities and enhance the quality of degrees awarded to students. The reforms may also support Pakistan’s goal of developing a knowledge-based economy by promoting better research and innovation environments.

As Pakistan continues to expand its higher education sector, the updated HEC framework is expected to play a key role in balancing institutional growth with academic quality. Once approved, the new regulations will replace the outdated 2002 guidelines and establish a modern foundation for the development of universities across the country.
